The OOH Regional Seminar Shenzhen 2026, in association with the World Out of Home Organization (WOO), is a closed, workshop-based forum bringing together industry leaders from across the Asian Out of Home (OOH) ecosystem.
Focused on audience measurement, data governance, and regional alignment, the seminar is guided by the Asia Initiative, which supports national OOH industry associations in implementing World Out of Home Organization (WOO) guidelines while respecting local market realities.
The Initiative aims to strengthen collaboration across Asia and enable more sustainable growth of the OOH industry.
Designed as a workshop-driven forum rather than a traditional conference, the seminar encourages open discussion, shared learning, and practical exploration of how Asian OOH markets can move forward together while acknowledging and respecting local differences.

Programme Rationale – Curatorial Perspective
The OOH Regional Seminar Shenzhen 2026 has been designed around a simple but pressing question: How can Asia move forward together on audience measurement while respecting the realities of each market?
Asia Initiative (AI)
The seminar opens with the Asia Initiative (AI), which was established not to impose a single model, but to create a platform where Asian markets can share experiences, align where possible, and learn from one another.
AI members are invited to briefly share, in their own words:
- Why this initiative was formed
- What direction it aims to take
- What collaboration in Asia realistically means today
Asia OOH: Growth and Fragmentation
With insights from Ben Milne, the session reflects on how 2025 has unfolded across Asia and what can be expected in 2026.
While OOH continues to grow across the region, that growth remains highly fragmented. Differences in market maturity, technology adoption, regulation, and data usage are widening the measurement gap between buyers and media owners.
This gap makes audience measurement not merely a local issue, but a regional challenge. At the same time, Asia must look to global expectations without simply replicating Western measurement models.
Buyer Perspective: Why Measurement Matters
From the buyer side, WPP reinforces a clear message: audience measurement is no longer optional. It is the foundation for trust, accountability, and sustained investment in OOH.
Buyers need data they can understand, compare, and confidently explain to their clients. Without this, OOH risks remaining a tactical rather than a strategic medium.
Country Journeys: Learning from Experience
Japan, Korea, and India will share how audience measurement began in their markets, the challenges they encountered, and the issues that remain unresolved.

Recent discussions with Bravo Media and Stellar Ace reveal a growing trend: media owners developing their own audience measurement data.
This session is not about judging the model, but about understanding:

Its purpose is to:
